The government and LTTE have been sticking to a truce for the last 18 months, but many incidents have occurred since then which have been blamed on both the government and LTTE.
To add to this fragile situation are the issues arising between the President and the Prime minister. President Chandrika Kumaratunga, who is a political rival of Prime Minister Ranil Wickremesinghe, has been critical of the government's plans to end the war that has killed 64,000, and accuses the government of conceding too much to the LTTE.
The president's spokesman Harim Peiris told a news conference that a breakdown in human rights, including a string of killings, in the north and east was a threat to the island's efforts to end two decades of civil war.
The deteriorating security situation comes at an otherwise optimistic time for the peace process, with the LTTE planning a response to a government proposal on power-sharing for the north and east. That is likely to lead to a resumption of peace talks that have been on hold since the LTTE suspended them in April.
